Noah concentrates his practice on renewable energy, sustainable development, clean technology, land use and economic development and related matters. He provides a broad range of guidance and assistance with respect to the strategic, regulatory, financial and policy matters that arise in clean technology and renewable energy markets.

Prior to joining Hodgson Russ in September 2019, Noah held the position of General Counsel and Secretary of the Board of Directors at the New York State Energy Research and Development Association (NYSERDA). As General Counsel, he provided advice and counsel with respect to legal, policy, regulatory and other matters relating to the state's renewable energy and energy efficiency initiatives. Noah was a senior member of New York state's energy team and was directly involved in these matters:
  • drafting and negotiation of the 2019 Climate Leadership and Community Protection Act;
  • New York state's Clean Energy Standard, including design of the program and leading the negotiation of the state's multibillion dollar Zero Emission Credit contracts;
  • the design and negotiation of solicitations and contracts supporting the state's large-scale renewable energy credit program;
  • the design and execution of the state’s Offshore Wind program, including leading all legal and regulatory work concerning contract design and compliance;
  • New York state's Green Bank, including governance, compliance and related transactional matters;
  • the NY-Sun solar program; and
  • designing both the programmatic and regulatory frameworks for the state's electric vehicles, community solar, energy storage, Property Assessed Clean Energy, building efficiency and related initiatives
Before joining NYSERDA, Noah was Senior Advisor to the General Counsel at the U.S. Department of Energy, where he provided legal counsel regarding energy finance matters, including interfacing directly with the Securities and Exchange Commission, Internal Revenue Service, Treasury Department Office of Tax Policy, Domestic Policy Council, Council on Environmental Quality, congressional staff members and others. He also advised with respect to the Department's Climate Action Plans, managed matters related to funding opportunity announcements, financial assistance agreements, bankruptcy proceedings as well as auction and sale agreements for notes issued by loan recipients. Noah began his career as an associate at a large Boston-based law firm.
